First becoming Minister of the Environment in 1974-1979, and a Member of Parliament beginning in 1977, Gro Harlem Brundtland was Prime Minister of Norway from January 1981 to September 1981, and Brundtland led the Labor Party in opposition until 1986-1989, when after a brief 1989-1990 Conservative Party ascendency, Brundtland returned to head the government, building a coaltion with the Center Party. She was succeeded after her resignation in 1996 by Thorsten Jagland, also of the Labor Party, in October 1996.

In 1993 Gro Harlem Brundtland formed and chaired the World Commission on Environmental Development, and received a 2004 Blue Planet Prize for her promotion of sustainable development. In 1998, Gro Harlem Brundtland was elected as director-general of the World Health Organization (WHO). Her husband, Arne Olav Brundtland, an academic and researcher, has held political office as a member of the Conservative Party in Norway.
