Four pillars and four women represent Liberty, Equality, Justice and Victory. 1916 was the same year that the Congressional Union for Woman Suffrage reconstituted itself as the National Woman's Party, headed by Alice Paul. The rival National American Woman Suffrage Association, headed by Carrie Chapman Catt, also worked for woman suffrage, but using less militant means. By 1916, many saw the end of the long suffrage battle in sight.
